Better performance with 200+ users?

Hey,

I'm setting up a TS 2 server for 200+ users, with each usergroup consisting of 16/20 players. What will give better performance? Having the usersgroups each have a seperate server or just have one server and give each user a channel?

Seperate servers i think.

-Easier to admin,
-<uch less protocol ovehead.
-With 16-20 users, setting the server to "clan server" is viable. Not with 200.
