I'm wondering if teamspeak can do the following:
1 - Record each individual conversation that is sent over it in mp3 or ogg format on the server computer?
2 - Create a timestamped log of when players spoke / how long they spoke for / and who they spoke to?
I'm thinking of using Teamspeak with a game I've been developing on the Torque Gaming Engine.

You can record conversations that happen in each channel - however it records in.wav format, and one of the people in that channel has to do the recording - the server itself doesn't just record natively.
I don't know much about programming but you might be able to tinker with scripts and the like to make something happen (though you'd still need a user in each channel to be recorded).

That's more data than I've seen the logs handle, mostly because of how often people speak that over an hour or so that information becomes, for most users, useless.
TeamSpeak will never contain features like that, as they can be used for spying purposes. TeamSpeak respects a users privacy. That's why you cannot record private conversations on the server side. This applies to text messages as well. Player to player messages are private.

I understand concerns like that - but the reason I'm asking is because I'm developing a training-type game that extracts and logs everything the player does while playing.
I'd like to be able to add headset capabilities to the game to make communication easier - but for the information gathering nature of the game, everything has to be recorded for future analysis.

you'll have to ask them to recorde their own voice and send you the files. As said, server side recording will not be implemnted.
