confused of commerical server licensing

im planning to rent out teamspeak software

im aware that theres licensing fees and such and all this ATHP stuff. im confused of the requirments and how to know when you need to register and pay.

from the looks of it you only have to pay fees if you have atleast 100 slots? or is this the minimum to pay for?

is being a ATHP anything exta special? or does that jsut mean you are registered into the system for paying the fee on number of slots you have rented out

And as far as I know, you will have to buy at least 100slots licence when you start hosting, even if you host only 3 slots...so it's not "free for below 100" or something the like.
