I had to rebuild my computer last night, and I'm using multiple sound cards that invariably give me all kinds of assorted issues on a fresh install (unable to speak, unable to hear, echoing everything someone else says on TS back at them, etc etc etc).
I've found that more often than not the simplest fix is to let Windows XP do the work for me. Assuming you have all your cables plugged in correctly, try the following:
Open your Control Panel, open the Sounds and Audio Devices Properties panel.
Within that panel is a Voice tab.
If you have more than one sound card (which is handy for TeamSpeak, IMHO) set the default playback and recording devices, then click the Test Hardware button.
Run through the wizard, it'll have you read some text to adjust your microphone levels, then it will have you read some text while it plays it back at you. If that all works, the battle is mostly over.
Once that works, connect to a TeamSpeak server, set your voice activation to your satisfaction, and make sure (again, if you have more than one sound card) that your input and output options are set correctly. In my experience - this solves about 90% of (new) configuration problems.\
PS - fair warning, I see by your name that you're a fan of bluetooth. I've found that bluetooth headsets and PCs seldom mix. Unless you're going with class 2 (read: expensive) dongles and headsets, be ready for dissapointment.
