You can setup your own server and speak on it while doing ANYthing else, yes.

That includes while playing games on battle.net

It is free, you can start by reading the FAQs, as well as many of the other posts here in the forums for instructions.

Running your own server, while free, requires some (fairly basic) knowledge of networking however. Things like the difference between you WAN and LAN IP addresses, how to configure Port Forwarding, and how to make Firewall exceptions.

If more than one of these things is foreign to you, you'd be better off renting a server from one of the Authorized Hosters (http://sales.tritoncia.com/hosters.php).
