This is fake, just like everything else this user posted. All our alpha testers signed a non-disclosure agreement (NDA) (http://en.wikipedia.org/wiki/Non-disclosure_agreement), so you won't ever find any qualified information about TeamSpeak 3 unless it's coming from us.

Looks to me like some sort of Ventrilo web interface.. those are all Ventrilo options on that page.
