Banner problem

I've carefully followed the steps described in the FAQ.
But somehow i'm not seeing the banner in my TS server.

I've uploaded the banner to my commercial host, en the file is a jpg file not lager then 10KB
also i've restarted the whole server serveral times...

this is what i've added to my server.ini:

[ISP]
GFX URL=http://www.mijnwebsite.com/ts.jpg

Can someone please give me a suggestion, what to do?

your absolutely right, i've changed the url just for example.
But here the url to the file i want to use:
http://www.dubaipagina.nl/PCS/ts.jpg

i'm pretty sure, the file is available...

so, what can be the problem in my case?

Yes indeed, i've restarterd the whole server, and to be sure, also rebooted windows server

so who has an idea, what can be the problem?
