Server admin probs

Hi,

When i log in on my TS 84.243.227.201:8767i'm a SA.
The problem that i have is that when i'm in the lobby i can't see the other people in other channels.
So when i'm on TS i think i"m the only one there but i'm not.

What can make this happen?
