Well after I have succesfully established a server connection for me & my friends to chat I wanted to make it on this computer too , so I did same like at my other computer, where it worked. But now, I followed the instructions of writing localhost as server adress at me, and go to www.whatismyip.com to check my IP & added 8767 but my friends are saying It doesn't work says server is offline and I don't know what to do. Can anyone please tell me what is the reason of this problem & what to do?

Same as my last post. This problem seems to be common and no one searches the form before starting a new thread. You need to be more specific. Are the computers that connect fine to the TS server on your local network at home? Do you have a router? If all the above is true, your router is allowing the PC located on your home network access, and blocking the IP and port request from outsiders. This is usualy factory default for security reasons. You need specify port forwarding on your router. This may include setting up a static IP for the machine that the Server is hosted on. Or you can set port forwarding to all PCs depending on your router.(Never tried forwarding to all, but should work). An alternative would be setting up a static IP for the machine hosting the TS server and specifying it as a DMZ in the routers config page. Be careful with this, it pretty much disables the built in firewall of the router to your server and could make you more vaulnerable to intrusions.
If you dont have a router, you probably have a some sort of anti-virus software with a built in firewall thats blocking unrequested access to your PC. Keep digging in the forum. if this doesnt solve your problem, the solution is there somewhere.
