soket error 11004

Could some one who knows the answer to the eroor message SOCKET# 11004 and i have searched all the sticky post but none solve the problem i have placed the server ip includding my port number in the Sever Address box and this still does not work ,have retried a couple off times but have not found any solution ,have trawled thro all the posts reagrding this error but no one knows ?at the last resort borrowed my mats pc and added my server ip inc port into server adress tab and his works fine ,so if any one could thro light on this i would be grateful
