I've had this problem on two identical PC's, I can't hear people talking properly because it's all blurred and terrible quality. When I started a call on Xfire with someone who sounds the worst on teamspeak, they sounded fine.
Is there any reason why this is happening to teamspeak?
Depends on the codec that is being used and the connection speed of the server.

Speex 25kbit, happens on all servers.

It is just your setup, mine and many others do not have the problem that you have. I doubt the TS team care that you are going to vent.

Lol, the support you are getting isn't even the TS Team, so complaining about it here gets you nowhere. In fact complaining is likely to get you no more support at all. FYI, Good luck with vent if you decide to go that way.
Solution: Try all the Codecs
If that doesn't work, you did something wrong? TS Sounds fine to me on Speex 12.3
