Automatically Creating Users

I have got a registration form on my website for people to sign up and I would like the script to automatically create a teamspeak account for them when they fill it in.

How would I go about this?

Would the easiest way be to use the TCP query interface or get my teamspeak server set up with mysql 4.1 - which i believe is not done by default.

I am running a windows server with mysql 4.1 and php 5 if that is of any importance.
