i downloaded the TS 2 server, it won't let me admin though, what do i do damn it!?!?!?

What do you mean it won't let you admin it? Did you log in as admin? or is that the problem?
I will try and help you but I need more information.

Don't wanna offend or anything, but are you sure you downloaded the admin, not the client ?
And what exactly happens, some screenshots would help a lot
