Well I finally was able to figure out all my hiccups, so I thought I would post my experience to help anyone else out that has a D-Link 604 and is having problems.
For a background here is my setup...
Cable modem > D-Link DI-604 router > 3 Computers (TS Server and 2 PCs)
My TS Server is Running Windows XP and Comodo Firewall Pro.
Before doing any configuring of your D-Link, check for firmware upgrades and upgrade it first. After you upgrade the firmware and the D-Link reboots, you should go reboot your Cable modem or DSL thingy. Another good thing to do is re-read your manual. My biggest headache was my router, and things would have gone smoother for me if I had just read the darn thing.
After installing the client and server on my server pc, I then configured my firewall (CFP) to open port 8768.
Then I followed hTIG's instructions here to configure the router. http://forum.goteamspeak.com/showthread.php?t=15092 Please note that you do not need to open any other ports besides 8767, but if you have problems you may want to open them up to be sure that isn't holding you back.
At this point I still had problems connecting to the server VIA LAN Ip and WAN Ip addresses.
I found a good tidbit of information here, although I do not remember who said to do it...
In the server.ini file there is a boundtoIP= line. Put in the address of the PC that is running TS server in that line. Save and restart the server.
After all that I was G2G.

If you still have problems, try setting up a static IP address for the pc running TS Server under DHCP options on your router.
Or
You could also place the PC running TS Server on the (DMZ).
