Mic will not broadcast

My TS server comes up, others can connect, I can hear them,, but I can not broadcast,,,, no voice activation,,,,, mic works, I can hear myself, but it will not broadcast through TS .

Are You have LOCAL LOOPBACK test disabled?
You can't hear Yourself in normal situation.

Yes I know,, there is no reason to hear myself,,,,, others can not hear me,,, and the icon next to my name does change to the bright green color. The activate local test does nothing also.
