Im confused at the moment but do you need to pay an official Teamspeak hoster in order for people to join your server?

No. You do not have to pay anyone as long as you host a free server.

Sounds like PPl are not able to connect to your server A few Suggestion
PortForward To do this Click the Fellowing link http://portforward.com/routers.htm
Then Find your router and then Teamspeak

Turn OFF FIREWALL This is only a Temp thing but if this is it you need to config your firewall
