I install ts server but i don't have this file why?

Because it's included in the ts' webserver.

what do you need it for?

A use a free webhoster.
The server of the webhoster is base on linux

The file can not be found on your harddisk, but if you access the webserver trough your webadminport (ip:port(e.g.:14534)) you will be able to access the login.tscmd and many more *.tscmd :p
