I have a friend who use TS for 2 years, everything is fine until last few weeks the voice from TS started keeping on and off, he can speak in TS well, but just couldn't hear voice from the TS clearly.
he did update the driver and check output device in TS options, he even re-installed the windows XP ,but just nothing to help this problem.
anyone who can help him?

What is his ping to the server?

In TS while he is connected you right click on his name and choose connection info.

his ping is 140ms

That is a high ping for a player. Could be a result from lines getting busier. If he wants more information about where the problem could be occurring is to perform a traceroute to the server.
