Can not find TS Server

I can not connect to my on-line Golf teams TS Server. I have tried repeatedly and get same respsonse;

No reply from server
Maybe the server is offline
or maybe teamspeak is not running on it

I have tried uninstalling and installing TS but get same error.

Server IP is 38.113.64.114 and I was able to run Tracert and reach server. Other team members are able to connect to the server.

I have also enabled TS in Windows firewall but still get same response when I try to connect.

Any ideas?

What is the server port number? There is none at 8767.

The port is 10900.

Are you trying 38.113.64.114:10900 to connect to the server? (Some people do not know.)

Do you have any other firewalls?

Yes. I have tried that and still get the same response. I do not have any other firewalls. This was working fine up until a few days ago. My ISP service dropped while I was logged into the server and once it came I was not able to reconnect and have not been able to since then. Is it possible my ISP has done something on their side which is preventing the connection? I can still connect to other internet servers but not TS so I don't belive it is a problem with my ISP but willing to explore any possibility.
