That is the error message I get while trying to install TeamSpeak 2 Client (Updated Executable)

As you've already stated in your posting, the file you've downloaded is just an updated executable. You'll need to install version 2.0.32.60 of the TS2 client first. After that, simply copy the TeamSpeak.exe file into the client's installation directory.
