I had a look around the forums and I couldn't find a solid answer so hopefully this is not a duplicate question.

Basically can server admins see other people's passwords when they log into certain areas? The reason I say certain areas is because I can't remember if it was the web based server login etc.

I'm almost positive that you could--I remember that from my early days (about 2 years ago) of logging in as SA. I have not tested this theory since that TS is no longer up and running. However, it's been said to me that this is not possible at this time with the newer clients. I'm not 100% sure of that since it was recently discovered that a server admin (who also owned the TS server) we know was able to inform others of certain SA's passwords...

So at this point in time, can SA's see the passwords of fellow SA's? If they chose to log in and do so...

If they can see the server.dbs file they can see the passwords. The passwords are saved as plain text.

Aside from that file, is there any other way?

I could have sworn you're able to do so through a webclient or something.

Not with the lastest server version. You can use a sniffer to intercept traffic.
