ok basicaly i got a server up and running right now with people on it. i am trying to figure how i can get other people the ability to keep the server up in case my computer crashes or something. i know they will have to download the server program the main question is how do we make it so he will be able to run the same server as well????

They just need the server.ini and the server.dbs file. FYI the db is not encrypted. Passwords are in plain text. You really need to be able to trust these people.

So a copy of those file from his install are needed? The problem is we are trying to run the same server from 2 different locations. If the IP address changes wouldn't that change how people log-in to the server? Wouldn't that mean we are running 2 different servers?

From what I have read on here already it's imposible to run the same exact server from 2 different places. Is this correct?

At the same time and use a cluster kindof server setup.

You can have an alternate server that get those two files every so often and use a service like no-ip or dyndns to quickly change the ip of a dns name.
