My TS server working on VPS
This VPS have:
128MB RAM
20% of 2,66 Ghz dedicated
1Mbps outgoing
20Mbps ingoing
Ubuntu 7.04
I have a high packet loss with a few users and the server goes down very often with about 50 users
what is the problem? ram? cpu? bandwidth?

You might want to check the system monitor, but in most cases I would want to say that the cpu and bandwidth cause high packet loss.
Which codec are you using?

Top codec in use is Speex 16
So bandwidth would not be a problem. Anything else running on the server?

apache php and mysql but no site
TS is linked with mysql DB

I think that the server is geographically far from you, causing more a network connection problem. I would think it would a latency problem and packets not making it to you without dieing off. Try a traceroute to the server and see if there are any routers that might be causing problems.
Well, All i can see is the connection at which the server is on isnt very good, where is the server located, maybe becuase you live to far from the server it is causing this have you tryed to restart the teamspeak server, long uptimes can cause teamspeak to lag and sometimes freeze.
