I have an issue where other users describe my voice as having an echo all the time, they say it sounds like a god-like voice. It is not acoustic echo, as in it is not me hearing myself on my speakers and then playing it back over my mic.
Any possible solutions to this? Maybe I am outputting twice somehow. I am using visa 32x and a plantronics headset.
Right click on the sound icon next to the clock.

Is there a delay between the echo? How long?
Are you using wireless? Does this happen all of the time?

yeah, I'm on a wireless network. It happens 100% of the time, and there is next to no delay, like I said, people describe it as a godlike voice.
Does it occur when you are connected to the network by wire?
