when the 9th client connects he gets the message i mentioned at the beginning of my post.

any idea?

in TS2 Server settings there's a field that says "ServerMaxUsers".
The default value is "8".
Guess what that means.

in my server.ini there is no option ServerMaxUsers ...where should i set it? in which section?

You have to connect to your server's web admin interface.

Don't edit server.ini! Every option you can think of is configurable via the webadmin interface (like setting max. users) or just the client. (Like creating channels etc.)
