Stop the user spamming?

How do I stop the users from spam logging in? There's this spam hack that they have. How?

in server.ini

[Spam]
max_commands=10
in_seconds=2

This will ban them for 5 minutes. ( or 10, i dont know for sure )

Or use the TS2Perlmod or similar, see 3rdparty section.
