Can't connect to my external IP?

I have set up the server on my desktop computer and i have tried to test if i can connect to it on my laptop. I can connect through my local IP; 192.168.1.2, but i can't connect through my external IP meaning neither can anyone else. What do i do?

i followed that guide except it says i only have 1ip address when i right click on the icon in the tray and thats my local address.

if you search your internet ip / wan IP go to whatismyip.com .
