Ok so I have my LAN and WORLD IP. (world being the IP that I give out for other people to connect). Everytime my modem gets unplugged that world IP keeps changing....is this a TeamSpeak thing or a Internet thing?

I believe it's your modem kind of thing. I don't remember all the details but it's a dynamic IP. So every time you unplug and pug back in, you get a new ip assigned to your network. What you may be looking for is obtaining a static IP which will remain constant.

It's your ISP thing. Two options:
1. Ask your ISP to assign a static address to your connection. Usually cost like 5$/month if your ISP offering that service.
2. Register as DynDNS.com or no-ip.org (depends on what is supported by your router) and obtain a name->IP binding service, then your modem will update your DNS record for you if set up properly, and you'll be able to give out name, not IP, which will be static.. kinda.
