Can Admin send voice to all channels?

I only have the client side install, but I'm a member of a community that uses TeamSpeak for online motor racing.

Here's the scenario:

• Eleven or twelve teams of two drivers each - therefore eleven or twelve channels. The drivers of each team should be able to communicate by voice to each other privately.

• A race co-ordinator who should be able to speak to each team, each individual driver, or ALL drivers, with the minimum of fuss (he has to be able to also spectate on the race and pass instructions to any combination of team, individual driver or ALL drivers).

Is this set up possible in TS2?

with shortcut? possible with whisper to.
without any keyboard shortcut? I doubt that is it possible.

all teams not separately>> when would it come to whisper to all team channels you can use whisper to chanel family if 11team and 12team are subchannels and COordinator is in parent channel.
each individual drivershortcut whisper to someone, or ALL drivers maybe with channel commander on all drivers and shortcut whisper to channel commanders, with the minimum of fuss (he has to be able to also spectate on the race and pass instructions to any combination of team, individual driver or ALL drivers).

this it just a hint I am not sure if this are the only ways.

~ 22 individual whisper keys (whisper to individual)
~ 11 channel whisper keys (whisper to team)
~ 1 whisper all.

a minimum of 34 whisper keys or at least that's what i came up with. You can use the number 2 to whisper to a team and Q and W to individual whisper. Then #4 for the next team and E and R for the individual whisper. WHen you run out of numbers you can drop down to the ASDFGH row and continue you. That way giving you a tree like resemblance for your keyboard. You can do it however you like but if i were in your shoes, that's how i'd do it.

You can whisper to player through text, or you can whisper to them with your mic. Whose ever button you're pushing down, is the person (or channel) you transmit to.

I think, for the sake of our race co-ordinator, he should probably keep it to just the teams and all drivers, and forget about the individual drivers.

Basically it's to stop the drivers from being distracted by too much 'radio chatter'.

in this scenario it will work just same as before but this time only 1 key shortcut for all subchannels/teams in parent channel. This whisper is as all others one way from CO-ordinator. So if the CO-ordinator gonna tell same thing to each team he can use this way instead of the first one where he will have to tell same thing(eg. "safety car will be leaving in next round!") to each team separately....
