I can't ban anyone

I can kick only, but banning system is doesn't work.
When I trying to ban by IP exactly or if I will try to banning guest I got message always - error banning
Please help me somebody I realy need this permissions...

IP banning is working fine. As you noticed there are ways to get around it. So the next best thing would be to ban an ip range. But as you now know, there are always ways to circumvent that. As the ranges of his IP's are ginormous. Even then he'll find an IP out of the range specified. This isn't very practical as it looks like a public teamspeak. You'd inevitably ban way more then you want and it'd render it worthless.

I'd suggest adding a password to the server or if you don't want that you can always add passwords to channels.

From what i gathered you are trying to ban one person. Everytime you ban them, there IP is logged. If you look at the Ban Log you can see all the ip's that have been banned.

Banning an IP range will not help you in this case. If you were to actually do this, you'd probably ban the range of ips from 65.189.33.166 - 217.15.144.25 which is a ridiculous amount of ip address. That means that any IP address between those two numbers will not be able to access your server. That means that approximately 1.4 billion ips will not have access to your server. It'll no doubt ban tons of people that you don't want banned. That leaves well over 2.8 billion ips that are still going unbanned which the person can use. This will not solve your problem.

My suggestion still stands to add a password to the server. Or tough it out. Eventually the person will get bored and go to some other server

The person you are trying to ban is using a different IP address every time they join your server. One time it was 79.111.114.31 and another time it was 65.189.33.166. See how different they are?

If you continue to try to ban IP addresses, he will still get into the server because he can just use another random IP address.

ZeroTKA said you could try to ban a range of IP addresses. This means that you take for example 192.168.1.1 through 192.168.1.254 and ban all of them. When the person you want to ban sees that all of those addresses are banned, he will simply switch to something like 172.168.1.231 and log in anyway.

I agree with ZeroTKA that you should password protect the server instead of trying to ban someone who is obviously logging in through multiple proxy addresses. You can't win this fight by banning IPs.

English: This is not a bug. The person is changing their IP so you can never permanently ban them. The only easy solution for you i have is to put a password on the server.

Russian Это нет черепашки. Персона изменяет их IP поэтому вы можете никогда постоянно запретить их. Единственное легкое разрешение для вас я имею одеть в пароль сервер.

You not understand when I write IP in banlist and press to ADD BAN button there's in table I see this: XXX.XXX.XXX.XXX, UNLIMITED,
when I closing this baning window and open again this ban is disappear.

I do believe that the current banning system only allows for so many bans. You have to delete some to add some. I'm sure this will be fixed in TS3. That is to say that you reached the limit of how many IPs that you've banned.

As soon as ts3 is released. There are a couple rules for which a teamspeak is able to be run while remaining free. TS3 is currently in closed alpha stage. Next should be open beta and then after that will probably be the final release. Once that happens then we can use it whenever.
