TS2 RC2 whispering channel to channel?

I Have ts2 rc2 and i cannot find in the admin mode how to set it so you can whisper channel to channel please help. It works in channel.,

Have a look at the keybinding section. There is a wide variety of keybinds that you can select. Some of them also allow whispering to other people and channels.
