TS2 RC2 wont start... please help

Ive been running a TS1 and TS2 Server for longer than I can remember now, but cant get RC2 to start.... Below is the log entry as we have seen before, but noone seems to have an answer as to a solution

Yes the .DLL file is installed in the same directory. Any help would be greatly appreciated

Did you by any chance install the RC2 over an existing RC1?

If so... do a new install of the RC2 in a plain new directory.

Fresh install...I even copied the .DLL file to the sqlite directory. windows/system, and system32 directories to try and find where it was being look for
