During one of our matches we had many people talking at one time. I found that a good way to remedy this was to make the server leaders get precedence over regular users. I also think that the leaders of a channel (set up by the server admin when the channel is created and it needs to be password protected) should be able to set certain restrictions on certain users on the TS server.
