Licence for TS2 Servers

Maybe i want to host ts2 server to rent them.
I saw something about the licence, i'm not completly understanding. Can anyone give me more informtion about this and how many does a licence costs ?

If i'm hosting for my own clan, its free right ? What if i'm in more then one clan? It stays free?
I'm probably going to buy a licence for about 200 slots to sell, but the one i'm hosting for my own clan ... are they free?
