my friend he cant talk but he can hear me but i cant hear him

hmmm... if your friend can't talk (in case he's dumb), it's quite normal that you can't hear him, isn't it? Perhaps tell him to do other sounds like drumming on the mic, so you can test whether his mic works or not... but why would you want his mic to work, I mean there's nothing that he could tell you via teamspeak.
