if you're talking about 65 % to 90 % then you should definitely contact your internet provider and ask what's going on.
if you're talking about 0,65 % to 0,9 % then everything is "normal".
you can't change it.
instead of sending lost packets again and again and thus causing bad sound or high latency (either the server has to wait for your missing packets or it has to change the order in which they are played back), the TeamSpeak developers decided that once a packet is lost, it's lost forever.
Thus TeamSpeak is a good way to test your connection with the whole world :D . And perhaps you might calm down when I say: packetloss is a very normal "feature" of the internet. Sometimes one of those billion packets is lost when all those backbones, routers, switches, etc. forward them to their destination. So it depends on how far your packet has to go.
I guess the server you're connecting to is more than 100 miles away, so it's quite normal that you have a packetloss around 1 %. (and yes, I noticed that guys from sweden have an average packetloss of 1 % on publicserver 1)
