Im sorry, in this case i cant help you, but maybe some other people can help us ...

Sorry Filewalker, but the thread you gave him has nothing to do with his question, even if he can read german.
To install a server you need the permission to install and execute binary files. Normal webspace providers don't grant this by default. Check you provider if you have the necessary permissions.
If you have the necessary permissions read the server manual on how to install a server. A short description is also here (http://www.teamspeak.org/forums/showthread.php?s=&threadid=7648).
Otherwise you can rent a server. Some links to server hosters are here (http://www.teamspeak.org/modules.php?op=modload&name=TeamSpeak_Hoster&file=index).
EDIT: You can use a workaround for your dynamic ip problem. Use DynDNS (http://www.dyndns.org) or a similar service. Then other people can connect to your server with myServerName.dyndns.org no matter what ip you have.
