Channel problems

Actually it seems

server flag
0= Nobody can register; Anonymous can't create channel; Registred user can't create channel!
1= Anyone can register; Anonymous can't create channel; Registred user can't create channel!
2= Nobody register, all can create channels;
3= all can register/all can create channels

BUT now problem apears...

when i use 2 , channels not dissapearing -> server get flooded with thousands of channels in while

when i use 3= same as 2 ...


How made this:
Unregistered user can't create channel
Registered user can create max. 1 room (server side setting)

this will protect server from room floods ...
