will this work ok with directx 9.1? Im geting choppy sound that i think is caused by high packet loss about 1.5 or higher. Any suggestions would be great. Even tried to disable my windows firewall.

High packet loss is most likely causing laggy chat.
The question is why do you have high packet loss. DirectX 9 is most unlikely causing it.
High packet loss is caused most of the time by a bad connection. It can also be caused by a personal firewall if the computer on which it is running is under heavy load. But since you disabled your firewall ...
Its more likely that your connection to the server is bad. Try other TS servers and check if the problem goes away.
If not, maybe your ISP has a problem or some of your hardware (cables, ethernet card) may be defect.
