I think it would be a good idea to move the BoundToIp from the server.ini to the ts2_servers table in the server.dbs.

This way it would be possible to bind different server instances to different Devices/IPs.

Thinking a bit more about it, I see a little problem.

The current method of selecting the server by the port in the TCPQueryPort might fail, because you can have two server instances with equal ports but bound to different devices.
