Server Capacity

I want my server to be able to hold more than 8 users because i need a minimum of 15 for my clan, everytime i log in to http://localhost:14534 with my admin username and password and try to change the server capacity an error message appears saying "Invalid Permissions"

I have no idea how to fix this and any help would be much appreciated :)
