Your right about one thing, but wrong about the other...

The permissions description can be translated indeed. I haven't noticed that the permission names in the permissions file are duplicated....

Im not 100% sure, but i'd say that those lines are generated by the server and so you can't translate them (just like "insufficient client permissions", "invalid parameter size", etc).
