You're assuming the OP wants to host his Teamspeak server on a home based PC and has a static IP. He won't be able to install Teamspeak on a hosting account

You need to shut down the server to update, if you don't back up the old server this can be kept down to a matter of seconds, still less than a minute if you back up first

Are you sure the new Teamspeak files are owned (and being run) by the same user as the old version?
