When I connect to any server it just says "failed to connect to server"

I have set up a TS3 server on a computer on my network I am able to connect to it using the internal ip but cant seem to use the external. I have set up the ports but dont know why else it wont work....

How do i convert my linux server to windows 32 bit?
so i keep all the permissions and channels

Why i cant i do this
