can't log into server admin page

I can connect to my server (port 8767) but when I try to gain access to the web page, the page is refused by the server.

It turns out it was my firewall. I tried to open this port via WEBMIN, but it didn't work. I cloned the Port 80 rule hoping that would work but it didn't. Without the firewall I am able to access port 14534. any help on the Firewall would be appreciated.
