can't change server's configuration

i've edited server.ini and i've changed these lines :

...
ISPCountry=France
...
ServerWelcomeMessage=Welcome to luc2's TeamSpeak server
...

i've saved the file, i've restarted the server, but changes didn't take effect. My ISPCountry is still "Earth" and the Welcome message didn't change as i wished.
