More problems with packet loss

i have been having problems with packet loss usually as high as 50% for about 4 or 5 days now. i read all the FAQ and all the forum posts i could and have tried several things: updated all drivers (video,sound,etc) i also checked with my cable isp and had them test my modem for packet loss and ping which passed with no problems. i mostly use TS for Star Wars Galaxies and as long as i dont load TS i get no packet loss with any of my programs but as soon as i turn on TS everything has problems my game, internet, even my cpu seems to have problems. please if anyone could help me with this or expand on the solutions i tried i'd appreciate it.

i am using windows xp serv pack 2
nvidia fx5200 video card
intel pentium 3
creative soundblaster live

do you have this problem only on one specific server (test SEVERAL others) ?
If so, I'd say you have a connection problem to this specific server (IP). In this case, it doesn't help you if your hoster pinged you or vice versa, the problem most surely lies on the connection from your ISP to the server (=> you usually have few possibilities to solve such problems)
