When someone joins a registerd channel and he or she isnt registerd then "he" cant talk, i dont know why this is, another thing is that if he is registerd but no channel admin he cant talk either ( with microphone btw ) i dont understand it, at the default channel he can talk but channels he cant, can someone explain?

you're most surely dealign with the effect of "voice rights". Reading the server / client manual or doing a forum search for voice rights, moderated channels,... should help you further.

edit the channel you got the moderated box checked , makes people not be able to chat till you grant them voice , or there a (R) user with voice rights
