Microphone Volume changes on startup

I dont think this is caused by teamspeak but I'm not sure

I got my new computer
info in signature

but heres the deal in the control panel and in the creative control panel volume is maxed out and mic boost is on i restart and it goes down or sometimes it will randomly change when I use the comp too I've tried hardware tests on windows and im barely audible unless my mouth is like right next to the mic people on ts and vent hear me fine I've tried multiple mics same issue mic recording volume changes

what do you guys think?

Some programs you start up with can change your volume, so maybe you should check what's started when you start your computer.
