Do you mean that on this Channels you don't have to enter the Password of the Server. Not thats not possible. But if the are registered Users the don't need the Server Password. But it is not possible to make some channels public.

just put channel passwords on the private channels, and then all other channels are "public", by definition (you remove the server password in this scenario, obviously). To make it even easier for your clan mates to use the "private" parts of the server, you can set the permissions to allow registered users to enter password protected channels without requiring them to know the password. That way all you need to do is make sure the "good" guys register, and then nobody needs to worry about passwords anymore.
